Una città spaccata in due. Anzi, in sette. Tale sembra essere Roma che, lungi dall’essere “invisibile”, racchiude in sé diseguaglianze e contraddizioni. Proprio come descritto in “La Repubblica” di Platone: una città divisa fra poveri e ricchi. Per le elezioni comunali, che si terranno fra aprile e giugno del prossimo anno, corrono dieci candidati. La maggior parte dei quali, al momento, proviene dalle fila del centro-sinistra. L’ipotesi di Giorgia Meloni, avanzata dal centro-destra, si è conclusa con un “no” da parte della stessa leader di Fratelli d’Italia.
Diventare sindaco di Roma è una condanna? Questa sensazione è sempre più radicata, visti i decennali problemi della città. Il Campidoglio diventerebbe quindi l’ultima spiaggia in cui rischia di arenarsi ogni carriera politica. Anche se, negli ultimi anni, le esperienze di amministrazione del territorio sono state un volano per il cursus honorum dei politici.
Roma è una città complessa: debito, governance e trasporti pubblici sono questioni all’ordine del giorno. Il giudizio su Virginia Raggi, sindaca uscente, è ondivago. Da un lato, molti cittadini reputano la sua esperienza inadeguata; dall’altro lato, altrettanti evidenziano la necessità di un mandato-bis per portare avanti i risultati in termini di lotta alla corruzione.

Salvatore Monni (Mapparoma): “A Roma ci sono almeno due città”
Come possiamo indicare le differenze fra le sette città di Roma? Ce ne parla Salvatore Monni, docente di economia all’Università Roma Tre. È tra i fondatori del blog #Mapparoma che, dal 2016, interpreta i dati sui quindici municipi della Capitale sotto forma di cartografie. Parole d’ordine: semplicità, chiarezza, completezza. Infatti le mappe cromatiche hanno l’obiettivo di rendere evidenti le diseguaglianze socio-economiche del territorio. «Ho la sensazione che il dibattito politico sia estraneo ai problemi reali e si riferisca a una città che non è mai esistita». I problemi sono tanti. «Roma è una città profondamente diseguale». L’intervista integrale verrà pubblicata da Radionderoad – Voci da Tor Sapienza nei prossimi giorni.
Oggi, nascere in un quartiere anziché in un altro significa avere più o meno opportunità. Mapparoma scruta la realtà di una grande città metropolitana come Roma con gli strumenti con cui si leggono i Paesi in via di sviluppo». Cosa emerge? «Che a Roma ci sono almeno due città. I municipi I – II e quelli della parte settentrionale della città hanno indici di sviluppo umano paragonabili a quelli di Usa, Canada e Nord Europa. Al contrario, quelli di altri municipi – come il VI – sono tipici dei Paesi poveri. A Roma servirebbe maggiore senso di comunità». Come si crea? «Anche con i luoghi di aggregazione. Ma le piazze sono presenti solo in alcune parti della città. Anche in questo caso si nota la differenza fra centro e periferia. Teatri, librerie, cinema ma anche servizi come asili nido e negozi di prossimità si trovano soprattutto in centro».
Periferie plurali. Paolo Ciani (Demos): “Sono tante e diverse”
«Si parla in modo molto scorretto delle periferie romane. Negli ultimi anni è cresciuta la disuguaglianza, ma anche la passione per i quartieri di cintura – spiega il Consigliere Regionale del Lazio e candidato sindaco Paolo Ciani nell’intervista a “Universitario Roma”. Tanti si stanno allontanando dal centro per investire nelle periferie sia in termini culturali che economici». Periferie, al plurale. «Sono tante e diverse. Spesso se ne parla in modo polveroso, come se si trattasse di un’entità piatta e omogenea. In realtà vi è un mosaico di situazioni, con tanti problemi ma anche molte opportunità».
La disuguaglianza culturale esiste? «Sì. Si vede soprattutto dalla crescita della dispersione scolastica. Specialmente nelle periferie di Tor Bella Monaca e San Basilio. Inoltre, alcuni anni fa si era discusso di teatri di periferia. Ma sono rimasti appesi al nulla».
Investimenti e situazioni di stallo da Ostiense a Centocelle
Casetta Rossa, spazio sociale autogestito a Garbatella, ha ricevuto a ottobre l’invito a chiudere da parte dall’ufficio tecnico dell’VIII Municipio. Nonostante l’intensa attività culturale e l’attivazione, ultimamente, di uno spazio studio all’aperto. Ancora, in pieno Ostiense gli ex mercati generali sarebbero dovuti diventare “la città dei giovani” voluta da Veltroni nel 2003. La libreria “La Pecora Elettrica”, a Centocelle, ha chiuso dopo aver subìto due incendi nel 2019. Per garantire la riapertura di questo spazio socio-culturale la Regione Lazio ha stanziato 40mila euro (Laziocrea).
Al nuovo sindaco (o sindaca) di Roma il compito di accendere una discussione lungimirante che rimetta al centro dell’attenzione politica la cultura e i luoghi di aggregazione. Per una nuova presenza pubblica nelle periferie.
